Waseela a Taleem Digital – وسیلہ تعلیم

Pakistan has been running an Education Conditional Cash Transfer for primary school going children called Waseela-e-Taleem since 2012 in selected districts. Now, this program is being expanded nationwide, representing a major quantum change. In the past, the program encountered a number of challenges namely high administrative cost, weak compliance monitoring system, low stipend amount and high error and fraud due to a paper-based approach. Over the last year and a half, a comprehensive and deep-rooted reform was designed and deployed as a result of which far reaching changes have been made in the program. There are four key pillars of reform: First, end-to-end digitization of a number of processes, which were previously managed manually. Apps have been developed which are used by staff to register children and monitor compliance. Secondly, cost-effective changes institutional infrastructure was developed to expand this program nationwide and reliance on NGOs was eliminated. Because of this, operational cost has been reduced from 8% to 3%. Third, the stipend given to children has been modified as per Ehsaas’ new Stipend policy. Children of poorest families will now be provided conditional cash grants of Rs. 1,500 for boy child and Rs. 2,000 per quarter for girl child on attainment of 70% attendance in school. Ehsaas Kafaalat – احساس کفالت

Ehsaas Kafaalat is the Government’s programme through which it will give cash stipends of Rs. 2,000 monthly and bank accounts to the most deserving and poorest women across the country. Through a parallel Ehsaas policy initiative, women will also get better access to smartphones, as a step towards digital inclusion. For the programme, beneficiaries will be identified through a household survey and through Ehsaas NADRA Desk Registration Centres assisted by sms and Kafaalat web-service. At least one desk registration centre will be set up in each Tehsil of all districts across Pakistan. Ehsaas Nashonuma – احساس نشونوما

The Ehsaas Nashonuma is a health and nutrition conditional cash transfer programme which aims to address stunting in children under 23 months of age. Pakistan’s high rates of 40.2% stunting, 28.9% underweight and 17.7% wasting are indicative of an on-going crisis among children. Stunting negatively impacts brain function, organ development, and immune system, ultimately limiting future productivity. Prime Minister Imran Khan launched this programme on August 13, 2020 as a pilot project in 9 districts of the country in the first phase which include Khyber, Upper Dir, Bagh, Ghizer, Hunza, Kharmang, Kharan, Badin, and Rajanpur selected on the basis of high stunting rate and in consultation with the provincial health departments. Under the programme, 33 Ehsaas Nashunama Marakiz/Centers will be established at Tehsil level health facilities to provide all the services under one roof under the programme. Ehsaas Nashonuma is fully funded by the government of Pakistan. World Food Programme has been hired as an implementing partner to carry out all the activities of the programme.

Ehsaas Amdan – احساس آمدن

Through Ehsaas Amdan programme, assets are given to the deserving to enable them to graduate out of poverty. For the purpose of this programme, assets include livestock (goats, cows, buffaloes and poultry), agricultural inputs, body of Chingchi rickshaws, and inputs for small retail outlets and small enterprises etc. The total budget of the programme is approximately PKR 15 billion. Ehsaas Amdan is being implemented in 375 union councils of 23 poorest districts across four provinces of Pakistan.

Ehsaas Langars – احساس لنگر

Under an agreement with the Saylani Welfare International Trust, Ehsaas will open 112 Langars nationwide over a 2-year period in the public private partnership. Areas where Langars will be established include bus stands, industrial areas, railway stations, and places where labourers tend to congregate. The Prime Minister is personally committed to ensuring that no one goes to bed hungry in Pakistan – and the Government is working hard to realize that vision.

Ehsaas Scholarships – وظیفہ


Ehsaas Undergraduate Scholarship
This is the largest ever needs-based undergraduate scholarship program in the history of Pakistan. Under this program, every year, 50,000 students from low-income families will be awarded scholarships for 4 to 5-year undergraduate degree programs. Scholarships will cover 100% of the tuition fee and a living stipend of 4,000 per month. The geographical spread of the program covers all four provinces, AJK and GB. The portal is currently closed for applications and will be reopened for the year 2020-2021 in June 2020.

Ehsaas Emergency Cash – ایمرجنسی کیش

Ehsaas Emergency Cash program has been launched by the Prime Minister on April 1, 2020 in the context of the economic hardship being experienced by the vulnerable due to the ongoing coronavirus crisis. The financial assistance under the program is meant to help them buy rations so that they don’t go hungry. The program covers 12 million families; 12,000 per family, total budget Rs. 144 billion. An SMS campaign is the entry point to identify these beneficiaries. To check eligibility for emergency cash, people can send their CNIC numbers to 8171 till April 19, 2020. For the ease of applicants, Emergency Cash application/registration web-portal has also been developed to check eligibility. Those who are being asked to contact District Administration (through SMS) can register themselves at the application/registration web-portal without visiting the office till April 19, 2020.

PM’s COVID-19 Fund Portal

The Prime Minister launched a web-portal on May 2, 2020 soliciting applications from those who have lost their livelihoods as a result of the COVID-19 pandemic and announced to commit the Prime Minister’s COVID-19 Relief fund to those who will qualify for assistance. The cash handout of Rs. 12,000 will be given to deserving individuals through the Ehsaas Emergency Cash program. The beneficiaries will be identified as category-4 under the Ehsaas Emergency Cash program.

Ehsaas Roshan Portal – احساس روشن پورٹل

The Ehsaas Rashan Portal is a donor-beneficiary linking system for rashan distribution. It has been set up to enable the private sector and civil society organizations to reach the most vulnerable deserving beneficiaries and provide them food rashan packs or cash equivalent in the wake of the COVID-19 crisis. Through the portal, the role of government will be to facilitate linking of donors and beneficiaries (e.g., on geographic basis) and provide data of eligible beneficiaries to donors. As part of the portal protocols, information of beneficiaries will be validated, and eligibility determined using Ehsaas data. Likewise, donors will be evaluated against a specific eligibility criterion to ensure only trustworthy, tax compliant, and at-scale organizations become partners of the program.

Data4Pakistan- Ehsaas District Development Portal

Sitting under the umbrella of Ehsaas, Data4Pakistan, the first initiative of its kind in the country, provides open and public access to a spatial interactive portal that has poverty estimates for every district in Pakistan, along with over 120 development and policy indicators. The portal currently has six rounds of district poverty and development data, covering the period 2004-2018. It has been developed in collaboration with the World Bank.
